Philippine operators often search for a used ferry for sale abroad, but MARINA’s import rules bar older, smaller passenger ships. What the rules say, what that means for a 1995-built 35m fast ferry, and the realistic alternatives.

The Philippines is one of the largest ferry markets in the world, and it is natural for its operators to search for a used passenger ferry for sale in Asia. Sea Keepers is asked regularly whether the 35 m fast ferry we have for sale in Karachi can go to the Philippines. The honest answer, for passenger service, is no, and this article explains why so that buyers do not waste time or money.

What the import rules say

The Maritime Industry Authority regulates the importation of ships for domestic trade. Under its memorandum circulars on ship acquisition, imported passenger vessels are subject to maximum age limits at the time of importation and to minimum size thresholds, with vessels over the age limit or under the tonnage threshold not accepted for the domestic passenger trade. A vessel built in 1995 and measuring well under 500 gross tons falls outside those limits on both counts, regardless of its refit history or condition.

Could the vessel be re-purposed?

In theory, a vessel imported for a non-passenger role such as crew or utility work is treated differently, but converting a purpose-built passenger ferry to that role in the Philippines is unlikely to make commercial sense, and the acquisition rules for other categories have their own age criteria. Sea Keepers does not recommend it for this vessel.

What Philippine operators can do instead

Operators who need fast tonnage inside the age limits should look at younger vessels or newbuilds; Sea Keepers’ naval architects design and supervise fast passenger vessel newbuilds and can advise on specifications that meet MARINA requirements. Operators with interests outside the Philippines, for example in Indonesia’s neighbours, the Pacific islands or the Gulf, can still consider the Karachi vessel for those markets.
